School Panic-Button Legislation Is Expanding
There is another reason this technology deserves attention. States across the country are adopting or considering laws requiring or encouraging panic alarms, mobile panic-alert systems and other emergency notification technology in schools.
These laws are often associated with Alyssa's Law, named for Alyssa Alhadeff, who was killed in the 2018 Marjory Stoneman Douglas High School shooting in Parkland, Florida. As of September 2026, at least 13 states have laws requiring or allowing school panic-alert technology, while additional states are considering similar legislation. The exact requirements vary significantly from state to state.
Florida
Florida requires every public school, including charter schools, to implement Alyssa's Alert, a mobile panic-alert system capable of connecting emergency-services technologies and integrating with public-safety answering point infrastructure for 911 calls and mobile activations. Florida also requires schools to test emergency communications systems and verify adequate signal coverage throughout the campus.
That last point is important: having an emergency system is only useful if the communication path actually works when someone needs it.
New Jersey
New Jersey's Alyssa's Law requires each public elementary and secondary school building to have at least one silent panic alarm for school security emergencies. The alarm must be directly linked to law enforcement and immediately transmit the emergency signal when activated.
New Jersey specifically defines the panic alarm as a manually activated security signal intended for life-threatening or emergency situations.
Texas — Every Classroom
Texas takes the concept even further.
Texas Education Code §37.117 requires school districts and open-enrollment charter schools to provide each classroom with silent panic-alert technology capable of immediately contacting school emergency services and outside emergency-response agencies.
For TS&L, this is one of the most interesting markets because it moves the emergency-button concept from simply having a device somewhere in the building to putting emergency activation technology where teachers and students actually are.
Georgia
Georgia has also enacted legislation requiring local school systems to implement a mobile panic-alert system capable of coordinating emergency services and integrating with 911 technology and school mapping data. The law established a July 1, 2026 implementation date for systems meeting those requirements.
More States Are Moving This Direction
The movement is much larger than Florida and New Jersey.
Recent legislation or programs involving panic-alert technology have also appeared in states including Texas, Tennessee, Utah, Oklahoma, Oregon, Washington, Georgia, Illinois, Virginia and West Virginia, although the requirements differ significantly. Some states mandate technology, while others require schools to consider it, provide grant funding, or establish standards.
For example, Oregon requires schools to consider panic alarm systems as part of school-safety planning, while Illinois enacted a 2026 law requiring schools to consider mobile panic-alert systems in their emergency and crisis-response plans.
So I would not advertise the TS&L Mini as automatically “Alyssa's Law compliant in all states.” Compliance depends on the jurisdiction, how the system is configured, routing to the appropriate responders, PSAP integration and other requirements.
What we absolutely can say is:
